The global downturn has revealed enormous socio-economic disparities accrued during 10 years of economic growth. Fairness and social mobility are becoming politically significant topics once again. The New Opportunities White Paper: Fair Chances for the Future, published on 13 January 2009, is owned by eleven government departments and as such represents an opportunity for joined-up government action.
Furthermore it puts lifelong learning back in the policy agenda as the phrase appears twelve times in the document.
This Policy Briefing will provide -

The primary focus will be to consider the actions identified in the document such as the £500 learning entitlement for families on low income and to explore what further interventions could be proposed to use learning to tackle the inequality gap.
The policy discussion will be complemented with an insight into the initial findings of NIACE's independent Inquiry into the Future for Lifelong Learning (IFLL).
